Campaign enrollment: one contact's participation in one sequence
Enrollment connects a contact to a campaign's sequence and progression state. A contact existing in the database or on a list is not necessarily enrolled or ready to send.

Meaning and common confusion
The campaign can be active while an individual enrollment is paused, completed or otherwise ineligible. Conversely, importing a contact does not automatically establish every campaign relationship.
