Permission and relevance in B2B outreach: keep the two decisions separate

A relevant business offer does not automatically establish permission to contact someone. Review eligibility and relevance as separate gates before enrolling a recipient.

Who this helps: Business owners and operators planning audience, offer, ownership and review decisions.

Define the decision

Rules depend on the jurisdiction, recipient type and communication context. For example, UK ICO guidance distinguishes corporate subscribers from some other business recipients and addresses personal-data obligations. That is a reason to check the applicable rules, not to infer a universal business-email exemption.

Work through the procedure

  1. Identify the relevant markets and recipient categories for the proposed audience.
  2. Have the responsible owner establish the applicable contact eligibility and data-handling rules.
  3. Separately document why the offer is relevant to the recipient's business responsibility.
  4. Preserve objections and opt-outs through imports, campaign changes and handoffs.

Worked example

The following is a synthetic example for this procedure, not a customer result or performance benchmark.

Two-gate review
Business relevance: verified service responsibility matches the offer
Contact eligibility: unresolved recipient category in the target market
Decision: hold enrollment until the eligibility question is resolved
A personalized opening cannot substitute for that review.

Read the result

The gates prevent a common reasoning error: treating a strong commercial fit as authorization. They also prevent the opposite mistake of treating technical send capability as evidence that the message is appropriate. Both the eligibility record and the relevance record should be understandable to the person handling a recipient's question.

Check before moving on

  1. Do not assume a public email address implies consent.
  2. Honor a stated opt-out without requiring the recipient to debate relevance.
  3. Keep eligibility decisions current when entering a new market.

Limits and next action

This is a process checklist, not jurisdiction-specific legal advice. Use current regulator guidance and qualified advice for uncertain cases. The ICO reference describes UK context only; it should not be applied as a global rule.
